Apparently it is: in Indiana there was recently a law passed that required photo identification to vote. But this is apparently discriminatory, as poor people are not able to get photo ID (that ~$50 must really kill your wallet, really) and that is WRONG. So now it's up to the Supreme Court to decide if that's constitutional or not.

If it is such a huge event when a possible 25000 people are maybe not allowed to vote, the limiting of giant chunks of the population would certainly be shot down immediately.
