Because that's a way to keep playing the song even if you fail. It helps you know what the song looks like if you can't clear it. I use it; it relieves you of going to the fail screen every time you fail.

Also, it can't be used for hax; your grade is an E at the grading screen if you failed.

...You can't do more than 2x music on Stepmania. I know that for a fact. You can't edit it, either; it'll show up, but it won't work.

Moogy, he doubled the speed of the MP3 (it's not hard to do.. MP3 to WAV and use SNDREC32 in Windows). And then played that doubled MP3 on 1.6x/1.7x music, etc.
