lol. and maybe i favor accuracy over hummingbird action. musically, i find it a lot more impressive to have good MA than to have good FC's and passes. in SM, it isn't so, but i still treat it that way. plus, i was raised on FFR, so all my scores are MA or sucky jack scores. (FFR encourages really good MA to PA offbeat notes and 3- and 4-framers, and jack speed is never needed save for gurus songs and rare occasions [which i suck at, of course]) i really need to work on jacks, but i just never got around to it, since it was never my priority.

How do i up the Cmod highest mine goes is C400 plus i tried to follow the online guides but there are files missing or something for my SM.

you're using a 3.9 build, all you need to do is edit your metrics.ini and english.ini. they're both in stepmania/themes/default. for example they could look like this

metrics.ini:
[ScreenOptionsMaster]
# Player options
Speed=3
SpeedDefault=mod,1x
Speed,1=mod,1x;name,x1
Speed,2=mod,C2000;name,C2000
Speed,3=mod,C100;name,C100

english.ini:
x1=x1
C2000=C2000
C100=C100

you can change the colored stuff to whatever you want, Speed=x depends on how many speeds there are

ps english.ini is in stepmania/themes/default/languages

pps if you change this SpeedDefault=mod,1x to SpeedDefault=mod,2x all of your mods will double in speed, so just leave that at 1x
