Some songs have videos, many don't. If you were to step a song and submit with with an accompanying video, I'm sure the video would be considered.

If by 'anime songs' you mean 'songs that come from my favourite anime' In order to use them, you would have to get express written consent from the writer/anime's publishing company/whoever owned the rights to the song for permission to use their songs here.

If you got such permission, then you could absolutely submit stepfiles to songs from anime for approval and possible implementation.

If you submit a song with a video it would not be accpeted as it would take a long time to load and be a major pain for those with slower internet and/or older computers.

Anime songs? If you mean songs that are played during anime shows then you'd have to do what devonin has stated.

Why does Party 4u - Holy Night Mix v2 have an annoying flash animation in the background that makes it extremely hard to play?

Because P4U was a REALLY old song, back when they didn't have many songs. And also before they found a glitch when you play it.
