More technically, chaos is some factor times the number of notes (i.e. jumps do not contribute more than single arrows) snapped to 12ths or higher divided by the total length of the song.
For example, max600 has higher chaos than max300; in fact it is precisely 2x the chaos (because max600 is exactly 1/2 the length of max300). The same principle goes for Air and Freeze.
