I have a function on the unwrapper to award a card of a given tier. What I could do is if someone does a pack upgrade on a Tier 3 pack, I can add 1 random card. I can RNG a number between 1-100 and then divide that number by 10 and round down to decide what tier the extra card is. This would essentially amount to -
9% Chance of Tier 1 Card
10% Chance each of Tier 2-9 Card
1% Chance of Tier 10 Card
The expected value of this set up would actually be close to the benefit of using it on a Tier 1 or Tier 2 Pack instead.
