To be more concise on possible solutions:
-Decrease weight on lower Tier Token cards
-Raise drop cap to Tier 7
-Make collecting all Tier 0 cards worth a Tier 9

I'd rather not change the card count in a pack, but the above 3 could significantly affect what you get out of a typical pack.

straight up just don't feel like playing any other token songs so just throw a pack upgrade on here for quality + token

What if we improved drops odds in the packs? If higher tier cards can drop we can still make it the highest tier (short of VRofl) that fuses into the event tokens. I can also start doing token packs on weekends if necessary.

I'd rather not change the card count in a pack, but the above 3 could significantly affect what you get out of a typical pack.

I think that just ends up devaluing everyone's current token collections.
Probably the best way to go about it is to keep it as-is and T11+ can just be collectibles (there are only 6 T11 and 1 T12 token)

Part of me wants to let people keep the T10 card, and reward an event token when reaching that mark each time (each time they get up to a Tier 10). Then they can fuse for a Tier 11 card, or even go for Vrofl, while still getting the support token.

Of course, this version would scrap my previous posts' suggestion.

If T11 is the new fuse out stage, I think your second option (raising drop cap to T7) would make everything fair again.

If fusing out stays at T10, keep the packs the same and maybe consider one of the following for trading in T11 cards:
- 250-500k credit payout
- Trade in for 10 normal T3 packs of your choosing
- Trade in for 2 support tokens + like 50k credits (Cause if it's just 2 tokens and no credits, then it's the same as getting 2 T10s and trading them in at different times)
- Maybe some sort of permanent bonus if you own and hold onto the T11 card (potential extra card per pack, reroll a pack once a week, buy a pack once a week, etc..)

A token pack related bonus for holding onto a T11 card makes sense because at that point you're more likely to be trying to collect token cards.

I think I'd just like to leave it as Tier 10 with the current odds. The only change I'd like to make is I'd like the player to be able to keep the card when they hit Tier 10. They'd still get a 1 time bonus for each time they reached Tier 10, but then the card would remain in the collection (for collection purposes).
