EDIT- man it really bothers me that in these competitions, you're basically required to cut the songs because they're usually long and repetitive, but yet the syncing is done for you
I've always viewed syncing as a WAAAAAY more fundamental stepping skill than cutting, why is the more fundamental part spoon-fed and the more esoteric skill left up to the user?
If you're looking to determine who is "the best at stepping" then you should be testing both parts, that's for sure.

Hm well, sitting in the car listening to the track, I've written down exactly where I'm going to cut it and what layering and structure I'm going to use for each part, as well as most of the patterns.
I've literally written out a stepfile, just need to get home and make it in like 10 minutes.
