everything in nathan's maniera is musically justified, if anything he undercharted specific parts and deliberately chose very lenient patterning for sections that could've ramped up the difficulty significantly higher than what it is

an easier version at the difficulty level you specified wouldn't simply be 'non-overcharted', it would be overwhelmingly undercharted...that isn't to say it couldn't be done, but to insinuate the current version is overcharted because it's difficult is pretty silly

No, it's actually overcharted. I would know, I've played maniera 4k charts before in other rhythm games and they are nowhere near as dense as his chart. Even the 7k "masterpiece" chart in osu!mania has less notes.
