There links to fourteen games with this set-up played by fairly experienced players, go look at how the town approaches the game in the ones they win and reconsider your approach.

Additionally, here is play advice from mafiascum wiki to playing vigilante roles for you and everyone:

If in doubt, shoot a player that people would want to policy lynch (i.e. lurkers).
