If I were in their position, I'd say shotgun effect has a decent success rate. If you fire enough self-serving bills with sufficient obfuscation, at least a few of them will make it through even if it takes a few tries. This is why Warren Buffet has, on countless occasions, said that the incentivation system needs to be revamped (e.g. changing the focus away from self-serving legislation/money-pandering/re-election) by preventing re-election for those who fail to meet certain criteria.
