Anyone good or excel in Photoshop?

I have a request. I'm not sure how difficult this would be, but I'll show the picture and explain what I wonder can be changed through Photoshop.



All of those glass stains, I was wondering if Photoshop could edit those out so the penguin is more clear. I had taken this picture at a zoo, but the quality of it really suffered because of those glass stains. If it's possible change it and post it on here as a reply. If not thanks in advance
