It's a reasonable conjecture for the most part - at least that's what I'm doing.
If you have more than 30 Tier Points, consider being placed in D3. Anything less, and I think they would investigate a bit further to make a more reasonable placement, because it can be borderline high D2, or low D3 with ~30 TP's.
