TECHNICALLY, dore, if the arrows aren't moving, the arrow speed is 0, thus making the beats per minute 0. In the stepfile world, a stop isn't considered 0 bpm, but in reality it is.
jecht... if it was 0BPM, how would the change occur? You can't have 2 BPMs on the same spot, and if you set it to 0BPM it would just not move for the entire song and stay 0BPM. Stops are not related to the BPM AT ALL. Even if the song is 100BPM but has 5 seconds of silence, that silence is 100BPM, unless of course you add a pause.
