I installed Staiain's 3.95 theme and while I was playing that person from the ghost car commercial popped up at the bottom right corner and made the scream and it made me lose focus and start missing notes. How do I remove or change it to something less distracting?

You need to go to the folder where the image and sound are stored and delete them. The file path should look something like this:
C:\Program Files (x86)\StepMania CVS\Themes\default\BGAnimations\ScreenGameplay toasty

Alternatively, you can just go to Options > Gameplay Options and turn off Easter Eggs.
