I've changed my mind of what games have the best soundtracks over the years but here's a few games whose music I find awesome - either it's catchy, calming or nostalgic for me! I've also gone for games that haven't been mentioned in this list so far.
Super Monkey Ball Deluxe (The music is incredible in this game - fits the environment perfectly & is super catchy).
Diddy Kong Racing (To be fair, I can add any Rare game to this list - especially the ones from the 90's: Banjo-Kazooie, DKC trilogy etc. - but I love the songs in DKR!)
Super Bomberman 3 (I think this is one of the weaker games in the Bomberman series but I love the remixes of classic Bomberman songs in this version)

Well, the best in the moment type of music that I can think of... is actually Mass Effect 2 and 3's OST's. ME1 is a bit of a hit and miss, but also tries to stay in the moment, but I don't think it nailed it quite as impactful as ME2 and ME3.Last edited by Charu; 11-4-2018, 03:37 PM.

Final Fantasy 8 has always tickled my fancy. The legendary Nobuo Uematsu truly outdid himself once, time and again with his well placed dramatic ensembles. Kudos to all the folks that made that breathtaking experience unfold.Join the discussion for "The Currency of the Beast"

this question is ultimately meaningless because it's ill-defined and everybody has their own opinions as what constitutes "best video game music"
Is it the game with the best individual songs? Are these songs judged in a vacuum, or are they judged in the context of the games they came with?
Is it the most consistent soundtrack?
Is it "best of all time", or "best of THEIR time?"
If it's "best OST all time, with the best songs and the best atmosphere", I will stand by Umineko. Literally nothing compares, not even Chrono Cross. It's a 200-song monolith of 10 different genres and 15 different composers for a fucking indie visual novel. It has full playlist material of stand-alone music as well as atmospheric, ambient music.
But realistically, I think the question is most meaningful when we're talking about "best soundtracks of their time." The most historically significant OSTs are Super Mario Bros., Megaman 2, Castlevania 2, and Final Fantasy. These soundtracks more or less paved the way for video game music ever since.
Specifically, I would say Koji Kondo, Nobuo Uematsu, and Yuzo_Koshiro were the most prominent composers of that time.
