It did, at first. The monsters were let loose at the very time the stars were aligned. In the main time setting for the movie though, the monsters are running around BEFORE the stars have aligned, which is why Winters (I think that's his name) was trying to capture them all before they did so, so he could send them back.
So, by that logic, they've been wandering aroundthe world for a solid 3000 years, or however long, and no one (at least not the turtles) knew of their existance.

The visuals were stunning.
Did anyone else notice how it mimicked real camera effects with things like focus? I was flabbergasted when I noticed how effective it was. The only problem is that the people looked so cartoony. It's to be expected for some of the characters (turtles, Splinter, monsters), but April, Casey, and Winters were just ridiculous.
Storyline was fairly standard. No real complaints. Well... there is that thing of the fact that the monsters must have been on the Earth for ages and yet there is no mention of them causing trouble until it is discovered that they're being hunted.
