Should suggestions be limited to places that only suck BECAUSE they don't have power? Or places that would suck less WITH power?

Mine would be a stadium during a night-game. Lights out, games over, no food or drink (except for the nonperishables and bottles drinks I guess.) Owners would have to reimburse somehow or face lawsuits, accidents happen, etc.
