How is it broken?

there's a 100% optimal play method with claiming roles
I'd have to look it up to remember it, but it gives town a sizable edge over the mafia from the very start of the game

the 1-shot bulletproof claims if they exist
if no one comes forward, tracker claims if they exist, which means it's tracker-doctor and doctor just humps them forever (because what are non-consec restrictions)
it's not completely busted in some of the rolls but it rules a lot out, and the BP setups are just kind of OP

its actually incredible how much it bothers me that people don't understand just how stupid it is for a doctor or a roleblocker to be able to infinitely target the same player over and over
