Head over to the FFR Batch Forum for all the details on how you can get your file into the game. The Artist Permissions forum section will help you find out if FFR has permission to use the song your file goes with.
Who_cares973: It depends on the file you're planning on submitting. If it's an actual song then i'd recommand something between 1:00 - 4:30. If it's some random recorded audio or whatever, then i'll recommand something much shorter like between 0:20 - 1:45
Nothing wrong with a pack set aside for dumps as long as they're accurate. Accurately synced insanely fast colored bursts like genres best suited for this pack are ideally stepped in DDReam.
“Beware the irrational, however seductive. Shun the 'transcendent' and all who invite you to subordinate or annihilate yourself. Distrust compassion; prefer dignity for yourself and others. Don't be afraid to be thought arrogant or selfish... Suspect your own motives, and all excuses. Do not live for others any more than you would expect others to live for you.”

That may be true for music and rhythm but in stepmania, it's skill and some people are actually talented. Go look at Wooke's and Dossar's World Records. Most of their scores are almost unbeatable because of their jacking/vibrating ability and you say that's not skill? Just because you can't do it doesn't mean it not considered skill.
There were a couple files from the DC pack which may qualify for their bursts. Maybe check with the authors to see if they can be used.

theres no reason to get released files into another pack when theyre already in a big pack
Logical, however I just figured that since submissions seem neglected resorting to some released files may be necessary to achieve sufficient volume for the pack.
