Back on topic, I'm having difficulty getting the system to read the reduced mine sizes as the real deal. I'm in \NoteSkins\common\default, so what I need to do is replace the FallbackTapMine 4x2 graphic with the one of the desired size from the folder, correct?

However, after doing this, loading StepMania and trying to play (or even go into the editor to play) a song with mines, the game proceeds to crash, most likely because it doesn't know where its mine folder has gone. I'm not so sure it's as simple as replacing that image with the scaled-down version, because then there are two different mine display files in the folder and the game gets confused as to which one to use, so it ragequits.

Since I've never messed with noteskins before, could I get some tutoring on this?

It really is just renaming and replacing. But you already put some effort into it, so you deserve some help

Basically, all the pics I put in the archive are "the same size", so you don't need to resize a thing there. I just added the sizes in the filename to get some structure into it.
What I noticed from your post was, that you call the files "FallbackTapMine 4x2", but they actually have to be named as "Fallback Tap Mine 4x2". Nothing more, nothing less. Just make sure, you only use one file for the mines
