It's been established repeatedly over the course of months if not years that the backgrounds are never going to go away, and thus never become optional. For the same reason that people's requests to somehow "toggle avmiss" on and off have been denied. The state of the official game is official. They aren't going to fix old blue-note songs, they aren't going to remove backgrounds. Just the way it is.
