Well, you're the one wanting to make regions even smaller, and thus even more easily abused by people moving into ones they don't belong in. Do you have a solution for this?

YES! Get information on what continent and state the users live in. If they are where they're not supposed to be, then move them to the correct area then ban them for a minimum of two days, then one week, then one month.
