I don't think it's a good idea to have Mexico as a region, because probably there aren't enough active players to fill it. But maybe something like, Mexico & Central America would be nice =/.

Ugh, your final suggestion just gets worse and worse. You really need to put more thought and emphasis onto population and playerbase rather than geography.
Each "region" should have a fixed and as close to equal population as possible. If that means the US is 5 regions, and South America/Africa/Asia is all one big region, so be it.
The goal should be to have an equal amount of competition in each listed region, not to cram the list so full of regions that everyone can top 10.
But you can tell of the competitiveness of the regions by looking at the regional's top 10.
I mean, look at africa, there is a guy with 10,000+ avg. rank, and he is there! ... And places like Canada and the U.S are obviously more competitive so there must be more regions.
There is no way in telling how many users are in each state/region/country.
Yeah, if only the staff had some means of seeing from which country their players most often access...oh wait...that's actually incredibly easy to do. If my MUD from circa 1990 had the technology to simply cull lists of activity by country via IP, surely it can't be that difficult.
But you know what else would work? Perhaps -counting- the number of people in each existing region...
Well, you're the one wanting to make regions even smaller, and thus even more easily abused by people moving into ones they don't belong in. Do you have a solution for this?
