2.980-13.210 - What's going on with the jump PR? It feels so randomly placed
7.213 - Should be jump. Compare 4.391. You're trying to do Additive Layering in this section, right?
13.210 - Should be single. This is just snare. Compare 12.504
13.650 - Ghost note
14.444 - Missing note
15.326-15.591/16.737-17.001/all the way to 25.203-25.467 - Please recheck these jump-single-jump-single parts. Some of the yellow 16ths are ghost notes
15.679-15.855/19.912-20.088/etc - Please avoid unnecessary anchors
17.442/18.853/20.264/etc - Should be jump. Compare 14.621
19.559-19.823/25.203-25.467 - Shouldn't these get more jumps due to more snares? Maybe something to differentiate itself from the weaker snare repetitions (e.g. 18.148-18.412)
24.850-25.026 - Two diff sounds, but these two arrows are in the same lane?
28.730/34.374 - Should be jump. Melody
40.370 - Should be [134] to fit that guitar jack noise of [3]
43.192-43.721 - Please stay consistent. Compare 40.370-40.899
1:11.763-1:12.028 - Could do a jumptrill transition when the CymbalCrash shows up
1:15.976-1:16.151 - Do a jack w/ the snare here. Compare 1:18.783-1:18.958
1:12.467/1:13.344/1:13.870/etc - Are you doing Additive Layering in this section? If so, then they should be jumps. Guitar+Snare
1:15.274 - Should be single. Just Snare
1:22.993-1:23.344 - Consider a diff jumptrill pattern like [14][23]'s or [24][13]'s, which can link with the upcoming [4] anchor

Permission good (proof posted)
** Sync is off. As Tru pointed out in the previous submission, syncing for this song is particularly strange. At the very least, the current one is almost always off (sometimes by 29ms!) and could be improved. I recommend comparing with the waveform if possible.
** The zip file should only contain one .mp3 file and one .sm file.
- The artist should probably be Haikishobun instead of the FFR name.

- 0.825-1.570: not 16ths, closer to two broken streams of 24ths. Try syncing it at something like 30% speed.
- 2.980-13.562: layering is inconsistent. For example, why are 4.391 and 10.035 jumps but 7.213 isn't? Why aren't 8.271, 8.448 jumps?
- 14.268-25.555: layering is inconsistent (compare 17.442, 18.853, 20.264 with 14.621, 16.031, etc.), and most of the 16ths are too inaudible to step (those that are not snares, like 15.326-15.679).
* 42.839-43.368: too heavy on the left hand
- 43.897-1:06.472: same as 14.268-25.555, most of the 16ths are too inaudible to step
- 44.956: single; compare with 46.367, 50.599, etc.
- 1:12.116-1:23.344: why are only some of the snares jumps?
* 1:13.520-1:14.923: I know it was nerfed from the previous version, but I'd rather just not see an OHT at all here. Too fast for the target difficulty.

While some parts have improved, layering and sync issues have not. Both were pointed out by both judges in the previous submission, but don't seem to have been addressed here. Each of these two deserves an FR on its own, so I'm not certain that both would be manageable within an FR, unfortunately. There are also some playability concerns I have marked with *.
