8.813: This is really the first of many instances where enforcing the very strict layering of these jumps everywhere really makes a lot of the 32nds spikes quite awkward and spiky to play.

10.811 & 10.951: Missing vocals here.

1:01.243: So much for such a subtle sound. Why not just omit the 8th there?

1:36.780: Would make much more sense to have this on col 3 to have the full 4 notes trill of the bubbly sound.

1:40.215-1:40.636: This doesn't work. The first 8 32nds share the same sound, and the last 4 is different, yet this is patterned as if the first 4 are different and the last 8 are same sound.

Wow this song is Chaotic to say the least. Overall this chart does a decent job at representing the song with the controlled usage of the 24ths and 32nds, however the strict percussions layering (which is also extremely redundant) simply makes the entire chart boil down to hitting a bunch of nasty transitions in and out of bursts that often go to relatively soft sounds. Because of that, most of the chart doesn't really feel fun to play because you're so often hit with a tough burst out of nowhere. Consider underlayering the jumps whenever it benefits the difficulty curve more than it affects consistency. There are also quite a few inconsistencies in the 16ths here and there. This has potential but really needs to be cleaned up a good amount first, especially since that song kinda requires the motifs to be on point to not make things super jank and unintuitive.

22.551 - (subjective) while these 32nds do exist, I’d argue they’re much less intense than other instances earlier in the song. Maybe use a simple roll? (4321 would contrast with other rolls so far in the chart)
40.145 - .916 - right hand is a bit of an oof
1:14.421 - ghost, could keep for flow ig

Fairly high ear skill requirement, but I’m not really finding much to argue against here. S&C.

An appeal has been requested and I've assigned to take a look at this file.

I think this file definitely works to some extent where the mishmash of vocals and percussions don't get too much in the way of the patterning. That being said, there is some rigidity to the patterns that I feel are not really necessary and it might constitute to some difficulty spikes that should not have been there. An example would be the patterns at 58.159, where the right hand minijack does produce more of right handed bias and it finishes off with a 32nd roll to the right, so it's heavily reliant on hard transitioning.

The notes given here by the two judges should be sufficient enough to warrant changes here, but I don't think rejecting this on the basis of submitting to a new slot in an open batch is right either, given the song and patterning feels apt to do this stuff.

I will move this to FR*, and this can be moved into Accepted status if these conditions are met below:

58.439 - Use a different jump that is on the opposite side of the former hand bias. (i.e. [12], so it makes the rolls to be [12]341234)
1:01.243 - Agree with Op's assessment here. The sound is way too soft and subtle that having these patterned as 32nds such makes it very off-putting in comparison to the other 32nd noises you've charted. This needs to be charted differently.
1:40.530 - You have to mirror these last 4 notes, they're not the same direction as the other 32nd rolls previously. That would also mean you have to avoid the 8th note to collide on the same column as the jump on 1:40.776.

Other notes given by the judges are optional, but they are well-appreciated if you give them a look.

Haven't exactly made the usual 'hey it's past a month, make fixes or risk rejection' post on this yet, but it's been a year, going to assume at this point it's either been lost, forgotten, looked at notes and needs a fix that the simfiler hasn't fully concluded upon, or needs an overhaul.

Either way, pushing this to rejection and if any of the above cases are met, consider re-submitting to another open batch.
