- 4.448: Why the long trill/anchor here? The pitch is doing something different. 5.915 is higher in pitch than 5.648 for example.
- 14.648/14.782: Missing notes?
- 16.982: Why is this a jump? 17.382 isn't a jump.
- 17.915: This isn't a jump, but then 18.182 and 18.448 are jumps, the exact same instruments are playing here.
- 20.537: This should be earlier, 20.526.
- 22.315: Why is this note omited as opposed to 22.848?
- 23.115: Why is this a single? See 23.782.
- 25.382: Jump?
- 28.448: Jump?
- 32.315: This jump should be different from 31.915/32.715 for PR.
- 33.515 - 35.115: This pattern is way too spiky and way too left-hand biased.
Imma stop here, file suffers from these same issues throughout and I don't think is acceptable for FFR in its current state. Spiky/inconsistent in its layering. The spikes are all very left-hand heavy as well. (33.515/54.379/95.686)

Due to the 2.5 point difference in ratings, I was assigned as per the ratings policy to take a quick look at this chart.
Going to uphold the rejection. I heavily agree with M0nkeyz in that the layering is inconsistent. The chart will need a great deal of general clean up before acceptance is possible.
Layering is the main concern with the chart, but also a number of missing notes and awkward pattern choices (like the anchor at 4.448 that M0nkeyz mentioned (kind of repeated at 47.516, 51.783 etc.), and the not nice left hand at 33.515.
It can get there. The song is pretty enjoyable, but the chart will definitely need some work before it can be accepted.
