Really torn on this one. The main concern I have with this is the 24ths JS. The way the emphasis to the female vocals was structured feels pretty out of place for two reasons:
1. They start on a hand, which is super abrasive and unjustified. [FR]
2. They are only a single beat of spiky accent, with maybe the 20ths at the end which can count too. The vocal pitch shifts like 32.223 for example would benefit a lot from some clear transition other than a single hand in the JS.
I think the chart is solid enough to go ingame if the 32nds are at least made a bit friendlier. Outside of these offending sections, this chart is very nice to play.

Reject, but if this chart is considered controversial then I'm completely fine with pushing this to an accept (changes recommended) with more practical notes. I like this a lot more than most of the rejected files up to this point, and there isn't much wrong in this chart from a technical standpoint, but my main reservation is that this chart feels like a mish-mash between a non-dump and a dump and I think you can lean more towards the latter at many points, but there's so much more that can be done from a dump standpoint that I don't feel comfortable accepting it as is -- it feels very empty in many points because of the expectations set by the dumped parts.
- I think the 24th jumpstreams are a good touch though I think the pitch shifts can be conveyed a bit more than just a hand. I like the use of 32nds for the loudest pitch shift and you can play with it a bit more. You can maybe do 28ths for 32.223 (definitely the second most significant pitch shift but it's a step down) and maybe 28ths for 33.754 but it might be a pain in the ass to make. You can do similar things for similar sections. It's up to you.
- Some of the vocals outside of the chorus can be emphasised a bit more. Could place a 5-note 24th rhythm from 34.775 to 35.030 to emphasise the backing growls here. 3-note rhythm from 35.669 to 35.796 if you wish as well. I also think that the growls from 36.051 to 36.562 can be emphasised as well, but it's a bit harder to do so. There are probably a few more, we can discuss this further at some point because I'm not really sure myself.
* I feel that more can be done from 1:19.706 to 1:31.965, it's a really empty section for a place with such energetic vocals, especially when the vocalist sings "get down". You did layer the vocals a bit, but I was expecting a more continuous 12th rhythm or more emphasis on the syllables "get down" (12th note minijumpjack or something similar for each? not sure) because they're so pronounced in the song. If you do this, you might also need to emphasise 1:31.199 as full 24ths potentially because you're expressing the vocals in more than just chord layering at that point, but I think that's a smaller issue.
* You should probably add 32nds from 2:15.929 to 2:25.160 for the cymbals -- I know that you intentionally omitted them, but they're pronounced enough and I don't think it would contribute to difficulty very much given how you've layered this section and the song in general.
- You could do continuous 32nd jumpstreams for longer vocals like 2:43.313 to 2:45.467 for variation, but it's pretty minor and I'm not sure how you'd layer this.
* I don't think the 48th burst at 2:51.621 is very fitting given how you've layered the section thus far, you've layered both vocals and guitar additively. I think using bursts for the backing growls would be fine, but that's about it unless you want to redo the last verse entirely.
* Admittedly I found the 97bpm section to be a step down from the sections before it, but I think the last verse is the part that needed the most improvement. The last verse felt particularly empty because the vocals and guitar become more emphatic here and it felt as if more could be done, but I'd be hard-pressed to say what can be done without listening to this song really closely. I also felt that the sections could be harder in general, but there's only so much you can do.
This song is particularly difficult to make a good dump for because of how dynamic the vocals are, so I definitely understand why you didn't make many decisions to include ghost notes in the chart, but it definitely feels as if a lot more can be done in certain sections. I don't feel comfortable accepting it because of that potential, but I think it'd be grossly unfair for me to reject the file from going in because it's "not dumpy enough" -- doubled on by the fact that I don't have any good concrete pointers, so I'll bump up my rating if need be.

Not a huge fan of this to be perfectly honest, I can't really comment on the playability of the dumped JS since it's too hard, but it looks to be mostly fine intensity wise and it also seems fairly consistent.
A good portion of the non-dump stuff feels a bit strange to play, alot of notes are off because the song at this bpm isn't just playing 24ths.
- 1.335: Missing note? See 2.101, 2.867 etc.
- 3.633: The frequency of this note is quite low, honestly feels like a ghost note on 1.0x
- The sync in some of the non-dump parts could be tightened. With the current bpm the song is mostly 96th swing. I think some approximation is fine, but some of these notes do feel off to me while playing.
- 49.710 -> 49.670
- 50.948: Missing note
- 51.035 -> 50.011
- 51.203: Missing note
- 51.866: Missing note
- 51.882 -> 51.898
- 52.201 -> 52.177

- 67.458 - 91.965: This section is really fun.
- 135.929 - 145.160: Not sure why you omit 136.391, 136.865 etc. You do include these strumming notes @138.545.
- 145.775 - 165.314: The density of the chart doesn't quite match the song here imo, it's mostly due to having loud snares like 147.622 as singles and having single syllables as hands in places like 152.083. The layering is consistent, but in my opinion a bit too thick for the music.
- It's better in the section that follows because of the loud crashes, but everything with a vocal seems to be getting a hand here, even though some hands have way more layers on them than others. See 165.468 vs 167.775 for example, same amount of notes but one is way more intense than the other.
- 167.468: Why hand?
I think this deserves more detailed notes, my notes are fairly detailed as is, but I think this file needs a consistency check on both hand use and overall intensity. It's not a bad chart, it's actually pretty fun, but I do think it could use some work.

I'm really torn on this. I'm giving this an Accept, but do think of this as Change Recommended flag instead.
I loved the 24th jumpstreams sections on this, they're pretty much in-line on what I'd expect for this entire file, but I'm also disappointed yet also completely understood why the vocals on the second half (particularly the last verse) aren't getting the similar treatment of dumping. I still do think you can dump the vocals in some way that doesn't get in the way of the guitar, but your focus seems to lean towards the main event of that verse, which is the guitar and vocals being the second priority.
There isn't much to say that this is quite close to what I'd call a decent attempt for a dump on this song, admittedly because the song itself is very difficult to make something of a call-and-receive response kind of layering. Not much fault for this song either, so let's see what happens.

I actually quite like the "mish-mash between a non-dump and dump"
The non-dump parts were approached in a very interesting way to me, and even though there definitely is a huge difficulty disparity existing here between the 24th js/hs sections and the sparser sections, the easier parts are super punchy, STILL technically demanding, and most importantly, fun.
A lot of unique decisions were made here and I appreciate them quite a bit. Your intro back and forth patterning is wonderful and the dense 24th sections have a nice identity and fit in the hands well.
The end change-up bit uses a lot of the same ideas the sparser 24ths following the dense sections have with the mini trills and it creates a nice motif for the easier parts of the file.
I don't know man, there's shit like white walls in this game--spikes are fine if they are well done, and for me, they are.

Major changes made:
- Dropped hands before 32nd bursts down to jumps, as Oppiie suggested.
- At 2:15.929 to 2:25.160, instead opted to follow guitar more completely.
- Converted some extended vocal sections in the ending (e.g. 2:43.313 to 2:45.467 as April mentioned) into 32nd jumpstreams.
- Converted growls in ending into 48th bursts. This should make the 48th burst at 2:51.621 stick out less.
This addresses the main concerns of the ending being underwhelming and not focusing on vocals enough, which I gather was the main limiting factor towards acceptance.
