I think he means stuff that is actually going to the music and not just garbage. I doubt rainbow rainbow actually has 64th sounds at 1100 bpm in the actual music (I've never played the sim).

Rainbow Rainbow has 128ths at whatever bpm the song is, although they're only in really short bursts.
