I'm not sure combining two very different things into a single scale will work very well. I think many people are more likely to view a profile than to vote on it, so it shouldn't be unusual for people to have a much higher view level than vote level. This is at least the case for [TeRa] and, with much lower numbers, me. Also, as [TeRa] noted, it seems like these are at least partially dependent on how often you edit your profile and/or vote on other people's profiles. Editing your profile puts it on the front page and is likely to get you views -- do that a lot, and you'll probably get more views. Voting sounds like it can get into a reciprocal/mutual thing -- vote for me, I'll vote for you. If so, voting for others (first?) can help you get more votes. I imagine that profile views/votes do measure something, but I'm not certain it's popularity. Just my thoughts.

P.S. -- FWIW, I saw 1686 views and 34 votes on my profile when I looked.
