What is this list on DDR?

I have 2 theatres which have DDR machines.

One has more songs than the other. The one with more has songs like Sakura and such.

The one with less songs doesn't have Sakura.

They are both the same machine and appear to be the same version, however the song list is different.

I've noticed on the more-song game, that there is a list of songs that scroll up the screen when nobody's playing.

On the other theatre though, the same list appears, but it's all "?????"

What does this mean?
Do the songs need unlocking?
How do I unlock them?

its either regoinal muckups, or unlocks.

although there's a screen for unlocks right after the best score screen.
