It's not necessarily a problem that the batches don't fill up promptly upon the start of a new bimonthly period, though. It just means some batches will be spaced three or four months apart instead of the usual two, which is not such a bad thing - it gives everyone a bit more breathing space.
I do agree with cutting the batch size, though. 60 seems to be a bit low, mind - 80-90 or so would probably be good.

Alternatively, why not have batches close after a set amount of time, say a month. Batch always open, batch every month

i say 60 because you have to remember that 4-6 songs(idr) are released every week so the longer the batches take to complete the less songs will be left in the queue to be released. there needs to be a middle ground where the batches go with the speed of the releases

You can always submit your file anytime. But whether it'd be considered another regular submission or a resubmission depends on how badly your file was rejected - if it falls within the top ten best rejected files, then that file can be considered a resubmission for the next applicable batch. Below that, you'd have to otherwise submit it again as a regular submission.

I'm liking some of the suggestions made in here. Monthly batch sounds nice, only need 20 files or so to pass each month for new releases.
