Depends if you have winRAR or not.
If not, when you download it, the folder should pop up in another window. Copy (or Cut) and paste the folder into the desired song folder in the stepmania program folder. There you go. If you do, right-click on the file and extract in into the desired song folder in the stepmania program folder. Finished.

Try changing the .zip to .smzip then move it into your songs folder.
