Event Staff will announce when the OT will be starting. (Or rather, whoever is hosting it)
My projection is it's going to be roughly the same time it was last year give or take.

My line of thought was eh sprinkle new files throughout and use some old ones
but pretty much as long as the finals are new files I don't get the deal with using older ones. And the finals are strictly to make it harder / more entertaining I mean we have like 1,500 files in game, there's probably a few old ones that will still get people i dunno
