There hasn't been an update on SAP yet. But looking at your previous record, you had 16 SAPs, and you've gained two more from this batch, raising it to 18. At 17 SAPs, your submission cap is raised from 3 to 4, so yes, you can submit one more for this period. Strategically it would be a good idea, because your cap would be reset in July, and you wouldn't be able to take advantage of that extra one file at that point.

Batches are not determined by bi-monthly periods. It just seems to be the case since people's submission caps are reset after two months. If for whatever reason we reach 120 files before July, then there'll be another set of reviews from judges as usual.

For the one song that we have in-game over 9 minutes long, there has been problems with conversion, and even the end product. I'd cut your song if possible (max 8 minute 53 seconds please). Otherwise no, I can't allow it over that.
