Default Do vocals add to the BPM of a song?

I was just wondering.
An acqaintance of mine insists that they do, but if that's the case, many rap songs and other songs like Kagerow (Dragonfly) should be a blazing 200+ bpm.
That's an exaggeration, but will someone please help me with this?

Vocals don't add to the BPM of the song. If the lyrics sound faster than the music, they're on 8th or 16th notes.
