I'm thinking it's something along the lines of drop some characters, then rearrange characters/groups of characters, then decode, because apparently = is valid at the end of a string to tell you to drop bits and I'm fairly sure valid base64 strings always have a length divisible by 4 which neither of the above have.

May be reading too much into what you're saying but you mentioned removing and having two different encodings of the same text which would make sense if there was garbage being added

Well I've pretty much given up on this, if anyone else is trying:
If there's garbage being added it's not a fixed number of characters (the differences in lengths between strings given aren't divisible by 4), it's not a fixed percentage of the length of the string (two strings given have lengths that are coprime), and it's not any pattern of abababa etc valid/garbage (two differences in lengths between strings given are coprime)

The amount of garbage is both depend on the length, as it uses fixed looping, while appending a random amount based on a number between 1-9.

Well yeah derp I wasn't being serious. I'd much rather the "any of difficulty X" idea, but as was mentioned repeatedly on the first page, that requires constant maintenance by admins as new songs are added in with that difficulty level. Unless it's capped, like "from the first 1000 songs" or something similar, but that just gives you the old problems back.
