sm5 has always been my go-to version since 2010 (sm-ssc)
apparently nvidia doesn't like sm5 both are new installs transferred the upgraded 3.95mod (cetaka's/minion's? I forget) from like 2007 WELP

Re: new computer, re-installed sm. rip sm5
I found the first time I installed 5 on my new system I had to readjust my visual delay a bit, and make sure vsync was off.
If it isn't your timing and it is legit lag you can try some of the tips here

Re: new computer, re-installed sm. rip sm5
You have probably already done this, but one thing to make sure is that VideoRenderers= in Preferences.ini is followed by opengl,d3d instead of d3d,opengl. SM tends to run better with opengl, so you would rather that it defaults to that first.

i adjusted visual lag and global offset to where it should be, turned vsync off etc
i'll def. try opengl tho. d3d was ass for cs 1.6 too edit: works a bit better. still nowhere near the same timing I get on sm3.95
