He's quoting a point that was just made, and one made by others, that its suspicious to have such a quick 'burial at sea'/body dumped in the sea. (In that 'Osama must have been dead' conspiracy theory.) The government made a wise choice. Bringing it to America would turn it into a kicking post. Burying the body or turning it over could turn his grave into a shrine. Its a smart move to just remove the body from the equation entirely even though it is sort of a cop-out.

He was pretty much just the figurehead of Al-Qaeda, much in the same vein as the Queen or even the PotUS. I don't know why people are so excited.
