I think they should only claim, if they are alive, if they have the ability (they didn't have to hide every night) to confirm humans that are facing down a possibility of being lynched today.

I think it's also worth mentioning that the vigi probably shouldn't shoot if the game doesn't end today. If we lynch and then lose 2 more in the night it's more than likely to be the game depending on the human to wolf ratio at that point.
