I'm pretty sure it can - since FFR technically runs on a C-mod, stops are treated in a similar fashion to BPM changes in that you will never notice them - it'll just space the arrows further apart.
However, looking through batch notes, the judges seem to frown upon using stops for syncing something that drifts offbeat. ~Bynary Fission

You can use stops you just won't see them. They're useful for if a song has a pause and comes in on a random beat and you can just turn an area into a stop to bring it back to red notes.

but using stops throughout your file as a means to attempt to sync it is not good... likely means your bpm(s) are wrong in the first place.

so, do batch notes come out now or after Tass plays them? And JX, did you get to play my drum solo file? I went over it again, and I can't find anything wrong with the steps except maybe not FMO difficulty, in which case I'd have to get rid of the hands, but other than that I can't find anything, I followed the sheet music exactly and used pitch relevancy, hmm...maybe I'm just not experienced enough to know what I did wrong yet

i'll work on compiling my list of songs to play tonight (usually takes about an hour, all told. between printing out blu and jx's notes, then going through each and comparing them, then noting which files to play with different colored highlighters based upon who +d or didn't).
then tomorrow i'll get down to playing... will try and have it all done by the end of the weekend.
