When I normally play on the R^3 engine, my global offset is at 3 and my judge offset is at 1. For the Champion Freeverse challenge, I changed the judge offset to 3, kept the global offset the same, and I found myself hitting goods a lot more consistently than before. The arrows don't arrive any earlier/later than if you changed the global offset; it just changes what judgment you're more likely to get when you hit the target.
After that, it was just a matter of hitting the arrows right on the target to get consistent goods. It took me, like, 5 or 6 restarts, but I eventually got it.
