It doesn't matter. Don't feel guilty. In my school, a lot of students here change their pants in the hallway and no one seems to mind. Don't feel bad about it and just get on with your life.
On the other hand, you could just pin him to the wall and go for it.

True story:
I have this stalker like chick at my school. She draws pictures of me. I know she stares at me but i do not say anything. She desperately tries to start conversations but I manage to get away. When she manages to catch me somehow I try to be nice to her. I wish she would stop. She says that I am her only friend and that everyone else doesn't care if she dies. P.S. She is fat and disgusting. I am not. P.P.S tl;dr Meiloyn: He might be doing what I am doing. Beware.
