I feel like this is kind of unnecessary. Fully charted things seem appreciable from a novice standpoint, but many of the watered down charts (which most people will do I imagine as oppose to having a more creative simplification) are going to be plain ignored by the target audience. For the sake of completeness it's nice, but I don't think that you should reject good charts just because someone was too lazy to finish another few difficulties. Maybe if you would like to keep the requirement, I'd suggest adding a queue of files that require more difficulties (kind of like a gfx queue) and let other people step up and take some charts, if they like the song or have a nice idea of how they want the chart to flow. It'll likely allow for some more varied ways of thinking about how the music is interpreted.
