Once upon a time there was an admiral across the ocean who lived in Japan. He was looking to amass a fleet of ship girls, in particular a Dreadnought [Heavy]. It had taken him a lot of courage to even pass the first test to become an admiral, putting on a pair of pants without using any hands while dropping from a plane in the air into a sky dive. But he was finally certified with his own naval base that he was in charge of and thought "Nothing's gonna stop me from building my harem of shipgirls".
He picked up his white book filled with quests and objectives that he was looking to fulfill. At the top of his list was building that harem, but he had to start with obtaining a starting fleet, because right now he had no one with him except his starting secretary ship girl. He looked out of the window absentmindedly and was shocked to see the falling raindrops suddenly turn into snowflakes. The sudden change in weather could only be a sign of the struggles to come.
