It's actually doesn't work the way you're thinking. If you look in the spreadsheet you are only allowed to submit once every 10 songs and what they meant by that was you can submit only once between 1-10, 11-20, 21-30 etc. They are coloured so you can see it a lot easier. So you could submit as 30 and 31 if you wanted to.

The 10 song wait is by tier.

You can play anywhere between 1-10
and play again anywhere between 11-20.
etc.
as long as it isn't before the next tier.

It's within 10 song brackets, 1 song in 1-10 1 sing in 11-20 1 song supposed to be in 21-30

This was cleared up before I posted my 2nd score.
