I'm colorblind to reds and greens, but that doesn't mean I can't see them. I see red and green just fine - it's the shades and hues that to me, are all the same. Also, colors with red and green in them, like purple (which is red and blue) can present problems as well.

In the case of FFR and song backgrounds, it's the colors mixing that make things hard for me. Like Domani, for example, which has a pink (pink is red and white) background, red arrows are nearly impossible for me to pick up, and typically, I miss them.

Luckily it's only a few songs that are hard, and song backgrounds aren't popular anymore, so it's really not that bad all together.

ACTUALLY I hear that they are disallowed entirely for Second Style.

When colored notes first started popping up I thought the colors were chosen by the artist and had little to do with the song other than aesthetic reasons.

Same here - not only are they impossible to play because of the colors for me, but also because they lag.

Solution is simple though, just play them on LQ.

I love LQ. Before I couldn't even combo Delirium, but with LQ I can destroy it, and rightly so, hehe, it's not even one of the harder levels.
