I tend to be a bit blunt about these situations, but here's what I (notice: this is what I would do, not what I'm telling you to do) would do. I'd just go up to her and be like "I know you are cheating. Stop being a bitch, stop cheating, or I'll tell my stepdad. I don't care if you ground me, punish me, whatever, because you've forced me into this situation, and this is how it's gonna be." You have to show strength in these situations, show that you're on top, otherwise they'll just walk all over you.

Btw, when I do that it doesn't usually work, but it sure makes me feel a helluva lot better.
