No, most certainly not with nukes. Just use MOAB's, those will do the most amount of damage and are non-nuclear.

This isn't even remotely possible, IMO.

He's found himself in a governmental struggle since he hasn't fully consolidated power since his father's death.

I think all of this is internally-directed political posturing. He knows damn well that attacking the US (if it could even be pulled off) would be suicidal -- but that's not his real goal.
