Will this event consist of only files submitted during this time, or will FMO/FGOs already queued be released as well?

Likely just the files sent in the last month. Files before this special event won't have jacks and hands and stuff, so they'll feel easier. We want harder sims for this event

Is there a limit to the number of files we're allowed to submit?

And, if there are no hands and no jacks, will we get deducted points for not taking advantage of the new non-av-miss FFR?

I doubt the judges will strike you for not putting hands or jacks. That would be just plain silly.

As for your first question, I would like to know as well. I might make two FMOs, one serving as a backup.

Yah, and since we only have one shot at this, I don't want to submit just one song in only for it to be rejected for one misplaced note.

I stepped Kyle Ward's Tell sorta like that so have fun. Though the hard part from GTell Oni is way harder than mine there, because that part's BS and those are trills

Just got word from tass that we'll be releasing simfiles for this event in Mid March - Early April

I'm currently attempting to make a file for this event. However, as with most of my files it's taking a really long time and will probably turn out to be VC or something. So you may or may not see something from me =/
